The objectives of the practice are to familiarize with the activities of the branch №201 of JSC JSB "Belarusbank" in Vitebsk:

work with securities;

processing of credit transactions;

organization and accounting of the bank's operations with precious metals;

the procedure for creating a reserve for possible losses;

with the financial condition of the studied organization;

1. General information about the bank


1.1 Organizational structure of the bank


In this practice report, we investigate the Joint Stock Savings Bank Belarusbank branch 201 of Belarusbank JSB in Vitebsk.

In accordance with the charter of the Joint Stock Savings Bank "Belarusbank", branch 201 of JSB "Belarusbank" in Vitebsk was established by the decision of the Board of the Bank.

The purpose of the branch is to ensure the development of JSC “JSSB Belarusbank” in a wide range of services provided in the field of retail and corporate business.

The branch operates on the basis of a standard position under the direct organizational and methodological guidance of the regional administration of the Bank, as well as structural divisions of the parent bank.

The branch is not a legal entity, it has the status of a separate structural unit of the Bank.

The National Bank of the Republic of Belarus issued a license to carry out banking operations.

JSB Belarusbank carries out its activities on the basis of the Charter, in accordance with which the following goals are realized:

development of financial relations in the Republic of Belarus;

settlement and cash services, lending to individuals and legal entities;

attraction of free funds to deposits (deposits) and accounts;

attraction of additional resources for investment in economically profitable projects for the development of vital sectors of the economy of the Republic of Belarus;

stimulating investment in the Belarusian economy;

assistance to integration processes in the field of international financial relations;

active participation in promising projects aimed at solving economic and social problems;

Receiving a profit.

The current activities of the branch are managed by the director, who acts on the basis of a special power of attorney issued to him by the Bank. The director of the branch ensures the implementation of decisions of the Board of the Bank, regional administration; pursues a unified policy of the Bank in the field of financing and lending; approves regulations on structural divisions of the branch, submits for consideration by the management of the regional administration issues related to ensuring the operational and economic activities of the branch, establishes the operating mode of the branch and its structures.

As of July 26, 2011, the branch structure (Figure 1) consists of 2 centers, 11 departments, 4 services, 33 branches (19 branches are located in urban areas, 14 - in rural areas), as well as 35 branches of the RUPS that receive funds in Belarusian rubles in deposits.


1.2 Banking products and services


To achieve the goals determined by the Charter, in accordance with the legislation of the Republic of Belarus, the National Classifier of Species economic activity Of the Republic of Belarus and on the basis of licenses of the National Bank of the Republic of Belarus, the Bank carries out the following banking operations:

· attraction of funds of individuals and (or) legal entities in deposits (deposits);

· placement of attracted funds on its own behalf and at its own expense on terms of repayment, payment and urgency;

· opening and maintaining bank accounts of individuals and legal entities;

· providing settlement and (or) cash services to individuals and legal entities, including correspondent banks;

· currency exchange operations;

· issuance of bank guarantees;

· trust management of funds;

· collection of cash, currency and other valuables, as well as payment documents (payment instructions);

· issuance of banking plastic cards;

· financing on concession monetary claim(factoring);

· providing individuals and legal entities with special rooms or safes located in them for storing documents and valuables (cash, securities, etc.);

· operations with securities;

· lending to legal entities, individuals and individual entrepreneurs;

· international money transfers Western Union, BLIZKO;

· "Strizh" money transfers;

· operations with precious metals: sale and storage of commemorative coins made of precious metals.

· sale of lottery tickets and payment of winnings on them.

The Bank carries out the following activities in accordance with the National Classifier of Economic Activities of the Republic of Belarus:

· insurance mediation (activity insurance agent);

· intermediary, commercial, consulting and depository activities, trust management of securities on the basis of a license from the State Committee on Securities of the Republic of Belarus and the consent of the National Bank of the Republic of Belarus;

· renting out own real estate.

The Bank is entitled to carry out activities subject to licensing only upon receipt of a permit (license) from the National Bank of the Republic of Belarus or other authorized state bodies of the Republic of Belarus.


2. Registration of transactions for settlement and cash services of clients


The settlement and cash department, together with the corporate business department in the branch, is working on servicing legal entities and individual entrepreneurs (opening accounts, settlement and cash services).

Opening of accounts is carried out on the basis of regulatory enactments, such as: Regulations "On the procedure for opening and closing accounts for legal entities and individual entrepreneurs", Resolution of the NBRB of April 3, 2009 and Presidential Decree No. 1 of January 16, 2009.

To open a current account, legal entities must submit:

.an account opening application signed by a person authorized to open an account;

.a copy of the articles of association (articles of association - for commercial organization, acting only on the basis of the constituent agreement), which has a stamp confirming the state registration - for a legal entity;

.a copy of the certificate of state registration - for an individual entrepreneur;

.a card with samples of signatures of officials of a legal entity, an individual entrepreneur who have the right to sign documents for making settlements, and a seal imprint.

.other documents provided for by this Regulation and legislative acts.

If a client opens a current account for the performance of transactions by his separate subdivision, an entry is made about this in the application for opening an account, indicating the full name and location (address) of the separate subdivision.

The basis for opening a current account is a current account agreement - a standard form of a current (settlement) bank account agreement in Belarusian rubles and foreign currency.

JSC "ASB Belarusbank" also opens sub-accounts, special, charitable, temporary, correspondent, deposit and other accounts.

Settlement and cash services are carried out by the bank's operational department on the basis of the current legislation and the relevant agreement between the parties in accordance with the current commission rates.

Connection to the electronic payment system "Client-Bank". As of July 26, 2011, the system was installed to 275 clients, with a plan of 260. Own e-mail network significantly increases the speed of information processing and allows the parties to transmit and receive the following documents:

in client-to-bank mode:

· payment orders in national and foreign currencies;

· translation application;

· orders for the purchase and sale of foreign currency;

· currency conversion requests;

· text documents of any content;

in bank-to-client mode:

· statements of the client's account;

· foreign exchange rates;

· information about the current state of the account;

· posting archive data.

The electronic signature of the client and a special encryption algorithm are used to identify the transferred payment documents, which guarantee the accuracy and confidentiality of information.

In the past year, work was carried out to increase the share of customers' payment instructions transmitted in electronic form in the total volume of document flow. As of 01.01.2011, the share of electronic document flow in the branch amounted to 98.2%, with a planned indicator of 78%.

The formation of a package of documents for closing customer accounts at a bank institution is carried out by the corporate business service.

The current account can be closed:

.at the request of the client;

.in the absence of funds on this account within three months from the date of the last debiting of funds from it;

.in the absence of entries on the account within three months, if it is determined by the agreement;

.in case of exclusion of the client from the Unified State Register of Legal Entities and Individual Entrepreneurs;

.in other cases stipulated by legislation and (or) agreement.

Payment of interest for the use of funds on the account, as well as currency revaluation and other intra-bank account transactions do not affect the closure of the account.

The institution of the bank independently determines the need to close the account due to the lack of funds in this account, the absence of entries on the account for three months.

For legal entities there is such a service as making investments in deposits in Belarusian rubles and foreign currency.

Types of deposits in the bank - urgent and on demand. The terms of the deposit are determined by the contract and depend on the amount and terms of placement. At the request of the client deposit agreement payment of interest may be envisaged - monthly, quarterly, as well as at the end of the deposit storage period.

The main form of non-cash payments is currently a bank transfer. Debit and credit transfers are distinguished depending on who initiates the payment. In a debit transfer, the initiator of the payment is the beneficiary, that is, the recipient of the funds; this transfer is formalized by payment requests, checks. In case of a credit transfer, the initiator is the payer. In this case, payment orders, payment orders-orders are drawn up.

When making debit transfers through payment requests, an acceptance or non-acceptance form of payment is used. Acceptance means the prior consent of the payer, and the non-acceptance form is used when debiting funds from the payer's account without his consent. The payment request is drawn up by the beneficiary and submitted to the bank serving him for collection. When accepting payment requests from the client for collection, the responsible executor of the receiving bank checks the correctness of the payment request, and then sends it to the sending bank. When payment requests are received by the sending bank, the responsible executor checks the correctness of the payment request in terms of filling in the required details. Also, payment requests must be verified against the declaration of acceptance. Claims accepted by the payer are paid on the day they are received by the sending bank:

When making credit transfers, payment orders and payment orders are drawn up. The payer issues a payment order and submits it for execution to the servicing bank.

If the accounts of the payer and the beneficiary are served by different banks, the transfer is made through correspondent (sub-correspondent) accounts.

The procedure for performing operations on deposits of individuals in Belarusbank JSB OJSC is carried out in accordance with Regulation 75.6 of 08/01/2011.

To carry out operations on deposits, the structural divisions of the branch use forms of a single form, made by typographic method, as well as using software and hardware, provided that the name, content and order of the columns, lines and text of the forms are preserved.

The bank deposit agreement must be concluded in writing.

Failure to comply with the written form of the bank deposit agreement entails its invalidity from the date of the conclusion of this agreement.

The form of the agreement and the terms of the bank deposit for each type of deposit is approved by the authorized body of the bank .

The electronic form must contain the details of the document certifying and confirming the identity (for deposits in the name of another person, additionally - the details of the document certifying and confirming the identity of another person), which are entered during the first deposit operation and are not subsequently displayed on the monitor screen.

The opening of a deposit account is carried out upon presentation of an identity document.

The opening of a deposit account is carried out at the time of the conclusion of a bank deposit agreement, which is drawn up in two copies (when opening an account for another person - in three copies).

The bank deposit agreement is signed by the depositor, and on the part of the bank - by an authorized employee who has a power of attorney to perform such operations. One copy of the agreement is issued to the depositor, and the other is sent to the file of cases for opening accounts, or to the accounting service of the branch (for rural departments that work without additional control) .

According to the Terms of Deposits, the depositor has the possibility of additional contributions, expenditure (with partial withdrawal - if provided by the agreement) operations and withdrawal of accrued income. Also, the depositor can use the service of drawing up a power of attorney and testamentary disposition, to accounts opened with a bank .

Closing an account is carried out on the basis of an application for closing an account .

For registration of deposit transactions made by non-cash means, payment orders made in cash are used - incoming and outgoing cash documents.

The safety and return of attracted funds of individuals is guaranteed in accordance with the Decree of the President of the Republic of Belarus No. 22 dated 04.11.2008 “On guarantees of safety of funds of individuals placed on accounts and (or) bank deposits (deposits)”.


3. Registration of loans and other active transactions with clients


The bank's credit policy for 2011 formed the main directions in the field of active operations of legal entities and the population.

Bank lending plays a key role in economic processes taking place in the Republic of Belarus. This role is determined by the scale of banks' lending activities, as well as the variety of its forms and directions. In modern conditions Bank loan is used as the most important source of financing for investment in the real sector of the economy and housing construction, the purchase of durable goods by the population, and the development of entrepreneurial activity.

Interest income from active operations in branch No. 201 of JSC “JSSB Belarusbank” in 2010 was received in the amount of 29.8 billion rubles, which is almost 2 times higher than the volume of similar income in 2009. Their share in the bank's total income increased to 67.3% from 45.6%. Credit support the bank is used by 37 legal entities and one individual entrepreneur.

Income from lending to legal entities was received in the amount of 23.5 billion rubles, or 53.5% of the total amount for the branch.

Interest income from lending to individuals was received in the amount of 3.8 billion rubles, the plan was exceeded by 17.9 million rubles. The growth rate of income from private clients was 134.1%.

The branch's loan portfolio for loans to individuals as of 01.01.2011 was formed in the amount of 29.9 billion rubles, including 27.6 billion rubles at the expense of the bank's resources, of which in national currency - 22.3 billion rubles, in US dollars - 1.8 million. The share of loans to the population in the loan portfolio of the branch as of 01.01.2011 amounted to 12.1%.

The number of credit agreements as of 01.01.2011 was 6145. During the year, 1482 credit agreements were executed, 3230 agreements were repaid. Of the total, 214 contracts were drawn up for real estate, and 1268 for consumer needs.

Fee and commission income on loans to the population for the analyzed period received 202.1 million rubles, while the plan was 241.3 (83.8%).

Overdue debt on loans to the population amounted to 9.1 million rubles. for 34 borrowers, which is 6.7 million rubles. less than last year.

The basis for starting work on considering the issue of issuing a loan to an organization is the applicant's submission to a bank institution of a written application for a loan, signed by the applicant's manager and containing initial data on the requested loan amount, purpose, repayment terms, interest rate and the proposed provision.

After consideration by the head of the bank institution, the application is sent to the corporate business service (credit service) of the bank institution to form a package of documents for issuing a loan and to the security service to check the reliability of the applicant.

The loan officer acquaints the applicant with the procedure and conditions for granting a loan.

To consider the issue of the possibility of issuing a loan by a bank institution, the applicant provides a package of documents:

A letter addressed to the Head of the bank institution on the provision of a loan indicating the direction of use of funds, the terms of use and the amount of the loan, the interest rate, the proposed method of collateral (registered in the book of incoming correspondence of the bank institution).

Applicant's questionnaire of the established form .

Financial and accounting statements: annual balance sheet with all attachments to it, the balance sheet as of the last quarterly date; profit and loss statement for the last quarterly date; deciphering of accounts receivable, accounts payable, goods shipped to the balance sheet as of the last quarterly date (indicating the amount, date of shipment); statements of accounts opened with other banks for the last three months; certificate of the presence of a card index on off-balance sheet account 99814 "Settlement documents not paid on time"; a certificate of the availability of loans (other active operations) received from other banks as of the date of the agreement; data on the receipt and use of foreign exchange funds (when issuing a loan in foreign currency); measures for financial recovery (for legal entities working with losses).

A copy of the license to carry out certain types of activities, certified in accordance with the established procedure.

Copies of documents, certified in accordance with the established procedure, confirming the reality of the credited transactions and forming a portfolio of orders: agreements, contracts with suppliers of goods / services; acceptance certificates; customs declarations / invoices; commodity transport and consignment notes; invoices; protocols of intent;

Documents for securing credit obligations depending on the form of collateral.

Cash flow calculation.

Forecast of income and expenses.

Application for payment of payment claims of a bank institution in the order of preliminary acceptance on the day they are received by the bank.

When considering the issue of granting a loan to an applicant whose current account is opened at a bank institution, the constituent documents that are in the case of a legal entity for opening accounts are used.

At the discretion of the bank, other documents may be requested confirming the applicant's ability to repay the loan in a timely manner, as well as the solvency of the guarantor or surety.

A copy of the applicant's questionnaire, completed in accordance with the established procedure, is sent to the security service of the bank institution.

The security officers of the bank institution establish the actual and legal address, check the applicant's reputation in the business world and other issues related to the reliability of the legal entity. If facts are established that indicate the impossibility of providing the applicant with a loan, the security service employees within 3 working days from the moment the applicant's application is received by the bank institution, a memorandum is drawn up, which is submitted to the head of the bank institution for making a decision on further consideration of the applicant's documents.

At the discretion of the chairman of the credit committee of the bank institution, the period for consideration of the application can be changed, depending on the degree of complexity of the issues being checked.

If the management of the bank institution, on the basis of the analysis carried out by the security service (without submitting the issue to the credit committee of the bank institution), a decision on the inexpediency of the transaction, further work on studying its conditions is terminated, and the applicant is notified in writing of the refusal to issue a loan, indicating the reasons refusal.

In case of doubts about the reliability of the documents or if additional analysis of the information provided is necessary, the loan officer of the bank institution, before issuing a loan directly with access to the enterprise, checks the status of accounting, the reliability of the balance, the actual availability of the credited inventory and clarifies other issues that arose in the course of studying the submitted documents.

When determining the size of the loan, conducting financial analysis, internal local acts are used: recommendations for analyzing the sources of formation of the organization's working capital and determining the need for working capital, recommendations for the financial analysis and solvency of business entities, recommendations on the procedure for the implementation of Belarusbank JSB of active banking operations with interconnected legal entities and individual entrepreneurs.

The assessment of the client's creditworthiness is aimed at identifying objective results and trends in his activities in order to prevent or minimize the negative consequences for the bank of issuing a loan to this client. In each case, the bank determines the degree of risk that it is willing to take on and the amount of credit that can be provided.

Based on the results of the analysis, the solvency class of the enterprise is determined in accordance with the recommendations for the rating assessment of organizations.

The verification of the applicant's legal capacity is carried out by the legal service of the bank institution on the basis of the following documents:

constituent documents with all amendments and additions, in which attention should be paid to the correct spelling of the full and abbreviated name of the organization, its legal address, to the powers of the governing bodies in terms of concluding credit agreements, contracts, disposing of the property of a legal entity;

certificates of state registration.

To establish the powers of the head (another authorized person), the bank institution is provided with a contract concluded between the employer and the head of the legal entity, or a power of attorney, according to which the authorized person of the legal entity is granted the right to sign contracts, a copy of the order on the appointment of the head and certificates of the head ...

The legal service (legal adviser) checks the compliance of the contracts (agreements) submitted for lending, including agreements (contracts) for implementation, including contracts (agreements) presented during the lending period under credit (including renewable) lines, legislation of the Republic of Belarus.

The legal service, within 3 working days from the moment the applicant submits a full package of necessary documents to the bank institution, draws up an opinion on the results of the verification for the conformity of the form and content of the documents submitted by the applicant to the current legislation, which is submitted to the chairman of the credit committee of the bank institution.

The generated package of documents is sent to the security service for the preparation of an opinion. In conclusion, the security service reflects the actual and legal address of the applicant, the fact of registration of a legal entity and registration with the registering and tax authorities, the applicant's reputation in the business world, the relationship of the legal entity with the owner (lessor) for the timely payment of rent, the presence of property claims and debts, fulfillment of obligations on previously received loans, including those obtained from other banks, as well as a number of other positions at the discretion of the security service, which subsequently may affect the timeliness of the loan and interest on it. The conclusion is prepared within 3 working days from the date of submission of the package of necessary documents and is submitted for consideration to the chairman of the credit committee of the bank institution.

Analysis and evaluation of the loaned project.

When analyzing the project to be credited, the specialist of the credit service first of all analyzes the correspondence of the purpose of the requested loan to the nature of the statutory activity of the legal entity, studies the previous experience of the legal entity with similar projects, the technological feasibility of the project (provision of production facilities, material and labor resources), identifies the main problems and risks that may affect the implementation of the project, economic efficiency project, availability of contractual and legal support.

The study examines contracts (agreements), consignment notes, customs declarations, other documents confirming the reality of the credited transaction, and contracts (agreements) for implementation, confirming the sources of loan repayment.

The verification of the compliance of the submitted contracts (agreements) with the currency legislation of the Republic of Belarus is carried out by the currency operations service, with the preparation of a corresponding conclusion.

At the stage of pre-contractual preparation of the loaned project, the credit service, together with the interested services of the bank, offer clients the most optimal schemes calculations, etc.

Loan repayment terms are set:

taking into account the payback period of the credited project or other economically justified period for the implementation of the credited project;

based on the schedules for the receipt of lease payments in accordance with the financial lease agreement;

for legal entities carrying out production activities - based on the production cycle of processing inventory (purchases, receipts, processing) and sales finished products;

for legal entities engaged in trade and supply and marketing activities - taking into account the turnover current assets and receipts of proceeds from the sale of goods;

for legal entities engaged in activities non-productive nature, - based on the contractual terms for the sale of products, the provision of services and the receipt of proceeds (taking into account the economically justified terms of this transaction).

Interest for the actual time of using the loan is accrued in accordance with the Bank's Accounting Policy and is paid on time and in the amount according to the terms of the loan agreement. The credit service of the bank institution exercises control over the completeness and accuracy of the accrual of interest for the use of the loan.

The way to secure the fulfillment of a loan obligation may be:

.Surety (guarantee).

.Security deposit of money.

.However, the most acceptable way for a branch, from the point of view of employees, is a pledge.

The borrower provides a list of the property offered as collateral, the department staff checks the actual availability of the specified collateral. If the object of inspection is at a considerable distance, then there is an opportunity to organize an inspection by another nearby structural subdivision of JSC “ASB Belarusbank”. Based on the results of the audit, a conclusion is drawn up on the possibility of including the borrower's property as security for the fulfillment of obligations under the loan agreement. In case of a positive decision, a pledge agreement is drawn up.

Upon revealing the facts of sale, loss, damage to property pledged as collateral, the bank has the right to demand the restoration (replacement) of the collateral or early repayment of the loan (the relevant part), regardless of the term.

When conducting a subsequent verification of the intended use with an exit to the site, the loan officer verifies the data of the paid payment documents of the borrower, the submitted agreements (contracts), consignment notes and other documents confirming the receipt of inventories, acts of work performed with the data of primary accounting, warehouse accounting and the actual availability of credited inventory items, performance of work.

The basis for starting work on considering the issue of issuing a loan to the population (for consumer needs) is the submitted application form for a loan , for a loan using a bank plastic card and a certificate of income of the borrower, in the established form, for the last three months , as well as an identity document of a person registered at the place of residence (stay) and having a permanent source of income in the Republic of Belarus.

The forms, practically used in work, of securing the fulfillment of obligations under a loan agreement, in contrast to lending to legal entities, are surety and forfeit.

Further, the borrower provides information on the average monthly income and the amount of deductions made by his guarantors. Consents to the provision of a credit report to AISKB (automated Information system commercial banks).

It is also possible to issue loans to individuals who are individual entrepreneurs. This category of citizens must provide the following package of documents:

· income statement or statement tax office on the payment of taxes for the reporting period (calendar year or other period in respect of which the amount of income is confirmed)

· information on the income of an individual entrepreneur of the Republic of Belarus who is a single tax payer.

At the stage of consideration of the package of documents, the credit service for the population (retail business) carries out an adequate assessment of the reliability and creditworthiness of borrowers who are individual entrepreneurs, taking into account the duration of entrepreneurial activity, the established business reputation, the cost of doing business and other indicators. It is prohibited to provide loans to individual entrepreneurs who have tax arrears, arrears on active banking operations or have cases of systematic breach of obligations on active banking operations.

The loan officer submits the submitted package of documents to employees of the security and legal services for review and verification of the authenticity of the information provided. Employees of the security and legal services sign the application form indicating the date of receipt.

In addition to a loan for consumer needs, there is the possibility of obtaining other loans (targeted), along with the standard package, there are others. Required documents:

· to pay for medical care and services, the purchase of medicines, medical equipment and devices:

· on the Spa treatment, recreation and tourism:

· to study in higher and secondary specialized educational institutions.

· for the improvement of burial sites, including the purchase and installation of a monument (fence).

From the data provided by the borrower, his solvency is determined.

Before concluding a loan agreement, the applicant is provided with information in writing about the terms of lending and the full interest rate for using the loan.

After a positive decision to issue a loan, on the basis of the minutes of the meeting of the credit committee, the employee of the public lending service:

draws up two copies of the loan agreement , in the case of a plastic card, the rules for using a credit card and an agreement to ensure the fulfillment of obligations are additionally drawn up.

If the credit committee of the Bank's institution makes a negative decision to issue a loan, the decision of the credit committee shall formulate the reasons for refusing to issue a loan. An employee of the consumer lending service in a notification (letter) signed by the head of the Bank's institution (or an authorized official) informs the applicant of the refusal to provide a loan. Copies of the documents submitted by the borrower for a loan, the issuance of which was refused, is kept in the consumer lending service for one year.

In addition to concessional lending for studies in higher and secondary educational institutions, branch 201 can issue other concessional loans:

· for gasification with natural gas;

· young professionals;

· concessional consumer lending;

· for the construction or purchase of residential premises.

A fee is charged for operations performed by the branch to arrange loans according to the collection of remuneration.


4. Registration of bank operations with precious metals


To receive measured ingots in the branch number 519, the bank institutions submit an application for management money circulation department for work with values ​​according to the "Client-Bank" system. Applications in hard copy signed by the head (a person authorized by him) and the chief accountant (a person authorized by him), sealed with the seal of the bank institution, are stored in the bank institution in accordance with the nomenclature of cases.
