II. PROCEDURE FOR DETERMINING BASIC PRICES FOR DESIGN WORKS

A. Depending on the natural indicators of the design objects

1... The base price for the development of project documentation (project + working documentation) is determined by the formula:

C =(a + inx) × TOi,

where

"but"and "in" - constant values for a certain interval of the main indicator of the projected object, in thousand rubles.;

NS -the main indicator of the projected object;

TOi -

2... The prices of References for the development of design documentation for enterprises, workshops, buildings and structures take into account the cost of designing all internal morningsite x engineering networks, communications, structures and devices (power supply, water supply, sewerage, heat supply, etc.), including the connection of workshops, buildings and structures to them, as well as the master plan and improvement within the construction site. If the price in the Directory is set for the development of design documentation for the main production (excluding auxiliary, as well as site engineering networks and structures), a comprehensive assessment is carried out by a set of cost indicators for the design of main and auxiliary facilities.

Offsite design priceNS x engineering networks and communications by complex prices are not taken into account and is determined additionally.

3... The price for the development of design documentation for individual workshops, buildings and structures, carried out by subcontracted design organizations, in cases where the cost of designing these objects is taken into account by the prices of the relevant Directory, is determined at the same prices at which the cost of design was determined by the general designer.

4... If the projected object has a value of the main indicator less than the minimum or more than the maximum indicators given in the tables of prices in the Directories, the price for the development of project documentation is determined by extrapolation in accordance with the formula given in the appendix.

In cases where the adopted indicator is less than half of the minimum or more than twice the maximum indicator given in the table, the base price of design work is determined in the manner prescribed by clause.

7... The price for the development of technical documentation for the overhaul of building structures of buildings and structures is determined according to the relevant Reference Price Reference.

If it is impossible to apply the specified Guide, the price of work can be determined using the corresponding References of basic prices for design work for the conditions of new construction with the application of a reduction factor to the design price for the conditions of new construction in the amount of not more than 0, 5depending on the scope of work.

8... The costs of design organizations located in areas in which, in accordance with the current legislation, payments are made due to regional regulation of wages, incl. payments according to regional coefficients, as well as wage increments for continuous work experience and other benefits provided for by legislation in the regions of the Far North and equivalent areas, are determined additionally by introducing increasing coefficients to the total base price established on the basis of the relevant justifying calculations performed by the design organization itself.

The method for calculating the multiplying coefficients is set out in the "Recommendations for determining the coefficient to the base prices for design work, taking into account the additional costs of organizations for preferential salary payments", approved and recommended for use by the letter of the State Construction Committee of Russia dated 30... 06. 98, No. 9-10-17 / 40.

B. From the generalth construction costs

9... The base price of design documentation (project + working documentation) is determined from the total cost of construction, depending on the complexity categories of design objects.

10... The price of design documentation includes the cost of designing the entire complex of buildings, structures and types of design work, which are reflected in the total cost of construction, determined by an analogue object, taking into account their comparability or by aggregated indicators of estimated standards (per unit of indicators:1sq. m total area, 1 cub. mvolume of the building, 1 NS. m tracks, 1 hadevelopment, per unit of capacity, productivity, etc.).

11.Determination of the price of design documentation is carried out according to tables corresponding to the purpose of design objects.

12... The base price of project documentation is determined by the formula:

C = C 01 × K i ,

where

WITH -base price of project documentation at current prices;

C 01 - base price of design documentation for 01... 01.2001;

TO i - coefficient reflecting inflationary processes at the time of determining the price of design work for the construction of the facility.

To recalculate the cost of construction of objects from the price level as of 01. 01. 2000at the price level as of 01. 01. 2001g. a coefficient equal to1, 38.

13... In cases where the projected object has a construction cost value that is between the indicators given in the table, the base price for the development of project documentation is determined by interpolation.

If the cost of building an object is less or more than the extreme cost indicators given in the price table, the base price of design work is taken in the amounts established for the extreme indicators (without extrapolation in the direction of decreasing or increasing).

14... The price for the development of design documentation for the reconstruction and technical re-equipment of existing enterprises, workshops, buildings and structures is determined based on the cost of the reconstruction object,calculated for the conditions of new construction of these facilities using a multiplying coefficient up to 1, 5and a reduction factor that takes into account the scope of reconstruction work established by the design organization in agreement with the customer.

* * *

15... The distribution of the price of design work by design stages is given in the Reference books and can be specified by agreement between the design organization and the customer.

16... The cost of individual sections of the design documentation, taken into account the base prices, for new construction objects is determined according to the tables of relative (approximate) cost given in the Directories and can be specified by the management of the design organization within the total cost for each design stage, both when performing work on its own and when netransfer of part of the work to subcontractor design organizations in agreement with them.

In the same order, the relative cost of other sections of the design work, taken into account by base prices, but not highlighted in the tables of relative cost, can be determined.

The relative cost of the development of sections of design work during the reconstruction and technical re-equipment of existing enterprises, buildings and structures is established by the design organization within a certain total design cost, depending on the complexity of the work performed.

III. PROCEDURE FOR DETERMINING THE COST OF DESIGN WORKS, TAKING INTO ACCOUNT ADDITIONAL FACTORS AFFECTING THE EMPLOYMENT OF DESIGN

1.The price for the development of project documentation using the model design method is determined by the prices of the Directories with the use of increasing factors.

If there are no established increasing coefficients in the Directories, the price for the development of project documentation by this method is determined by applying the coefficients to the base price: at the "project" stage - 1, 05; at the stage of "working draft" and "working documentation" - 1, 1.

2... The price of design work to be carried out in a reduced composition and volume against that provided for by the current regulatory documents (development of additional project options or individual technological, structural, architectural and other solutions developed in accordance with the design assignment) is determined by the prices for the development of design documentation for the corresponding object using a reduction factor, the size of which is set by the contractor in accordance with the complexity of the work as agreed with the customer.

3... During construction in stages, the price for the development of working projects (projects) of enterprises and structures is determined by the prices of the Directories, based on the main indicators of each stage separately. At the same time, up to 20percent of the cost of developing a working project (without working documentation) or a project of all subsequent stages.

4... The price of linking standard projects is determined according to the prices of the Directories using the coefficient 0, 35.

The price of linking standard projects with the introduction of changes in them is determined by the prices of the Directories using a coefficient of up to 0, 7depending on the complexity of the work.

5... Price for the development of design documentation for the construction of facilities classified as unique and experimental in accordance with clause 8.4 “System of regulatory documents in construction. Basic Provisions ", is determined by the prices of the Directories; at the same time, the coefficient is applied to the cost of those types of design work, the development of which becomes more complicated 1, 5.

6... The price for the development of design documentation for the construction of enterprises, buildings and structures in difficult conditions is determined based on the prices of Directories with application to the cost of design work, for the development of which special requirements are established by the relevant regulatory documents, the following coefficients:

Factors complicating design

Permafrost e, millet daughter e, swelling soils; karst and landslide phenomena; location of the construction site above mine workings, in flooded areas, etc.

1, 15

Seismicity 7 points

1, 15

Seismicity 8 points

1, 20

Seismicity 9 points

1, 30

If there are two or more complicating factors, coefficients are applied for each factor.

7... The price for the design of enterprises, buildings and structures with the installation of imported main technological equipment used by the design organization for the first time is determined by the prices of the Directories; at the same time, the cost of types of design work, the development of which is complicated due to the use of the specified equipment, as agreed with the customer, is applied a coefficient of up to 1, 3.

8... The costs of design organizations associated with the implementation of the functions of a general designer and supervision of design work transferred to subcontracting are determined in the amount of up to 2% of the price of development of project documentation,transferred to subcontracted design organizations, and are paid additionally.

9... The prices of the Directories include the cost4copies of design documentation issued to the customer.

The cost of copies of design products issued at the request of the customer in excess of the specified quantity is determined in addition to the base price.

10... When determining the cost of design work at the prices of Directories in the presence of several complicating factors and the use of several coefficients in this connection, larger than one, the overall multiplying coefficient is determined by summing their fractional parts and the unit.

When determining the cost of design work using several coefficients, less than one, the overall reduction coefficient is determined by multiplying them.

11... Guidelines for the application of prices and correction factors given in one Handbook are not allowed to be used when determining the cost of design work in accordance with other Directories.

12... When determining the base price of design according to the References of basic prices for design work for construction in the event of a reduction in specific design terms compared to the normative ones, it is recommended to apply the following increasing coefficients in agreement with the customer:

while shortening the term1.2 times before 1, 1;

at 1.4 times - up to 1, 2;

in 2and more times - before 1, 4.

13... The price for the development of project documentation, carried out in accordance with the relevant regulatory documents governing the design of objects for construction abroad, is determined in the following order.

The cost of performing feasibility studies of investments in construction is determined based on prices for project development using a coefficient of 0, 5.

In cases when, when developing justifications, a site (route) is selected for the construction of an enterprise, building, structure, the specified coefficient is increased by 0, 05.

The price for the implementation of projects, working projects and working documentation for the new construction of enterprises, buildings and structures is determined at the prices of the Directories using the corresponding coefficients 1, 2; 1.04 and 1.

The price for the development of design documentation for the reconstruction and technical re-equipment of existing enterprises, buildings and structures is determined in the manner described in paragraphs. and section.

Additionally, coefficients are applied that take into account the influence of complicating factors:

Application

Extrapolation and interpolation c iya when calculating the price of design work

In the case when the projected object has a value of the main indicator less than the minimum or more than the maximum indicator given in the table of the Price Book or the Reference Price Guide, the design base price is determined by extrapolation; in this case, the value of the correction to the price decreases by40%, i.e. when calculating the indicator of the designed object NS backsidetaken with the coefficient 0, 6.

If the power indicator of the object is less than the tabular indicator, the base price of its design is determined by the formula:

C = a + b ×(0, 4 × X t iNS + 0.6 × X back ),

where

a, b -constant values taken according to the table of the minimum value of the indicator;

NSTiNS - the minimum indicator given in the table;

X for d -

If the power indicator of the object is greater than the tabular indicator, the base price of its design is determined by the formula:

C = a + b ×(0, 4 × X t ax + 0.6 × X back ),

where

a, b -constant values taken according to the table of the maximum value of the indicator;

NStah -

NS from hell - indicator of the projected object.

In the case when the table contains only the value "but", and the projected object has an indicator value that does not coincide with those given in the table, the base price of its design is determined by interpolation or extrapolation; when extrapolating towards a decrease or increase, the value of the correction to the price decreases by40% (when calculating the value of the correction, a reduction factor is introduced K = 0, 6).

EXAMPLES OF DETERMINING THE BASIC PRICE FOR DESIGNING OBJECTS,

The state estimate standard "Reference book of base prices for design work for construction" Objects of housing and civil construction "(hereinafter referred to as the Directory) is intended to determine the cost of developing design and working documentation for the construction of civil housing objects.

1.2. When using this Guide, one should be guided by the Guidelines for the use of reference books of base prices for design work for construction, approved by order of the Ministry of Regional Development of the Russian Federation of December 29, 2009 N 620 (hereinafter - Guidelines).

1.3. The level of prices contained in the tables of the Reference is established as of 01.01.2001.

1.4. Base prices in the Directory are set depending on the natural indicators of the projected objects: area, volume and others (hereinafter referred to as the main indicators of objects). For unique objects of housing and civil construction, base prices are given depending on the total cost of construction.

1.5. The distribution of the base price for the development of design and working documentation, determined according to the tables of the Reference Book, is carried out according to the ratio below and can be clarified by agreement between the contractor and the customer.

Types of documentation:

Percentage of base price:
