Features of the biopassport

The biopassport of a resident of the Russian Federation contains a microcircuit or electronic chip. It contains a color photo of the person, information about the issuance of the document and information about the birth of the owner. Later, changes were made to the new version, namely, fingerprints were added. For information, fingerprints of the index fingers of a citizen of the Russian Federation are taken. This provision has been in effect since 2019.

In fact, the updated foreign passport is not visually very different from the previous one. It has a paper cover. There are more pages in it. The first of them is made of plastic, it has a black and white copy of the owner’s image and a personal signature. The original photo is on the chip. The photograph is three-dimensional. Choosing a document for children

They will not include a minor child in the parent’s biometric passport, as happens when registering the old type. For a minor child, you must request a separate passport.

When choosing a document that allows a child to leave the country, be guided by the following points. For a child under 12 years of age, they prefer to get an old-style international passport, valid for 5 years. Over the course of 10 years, children change a lot in appearance. It is enough to include a small child in the parent’s passport if he has a simple sample.

After 12 years, there are two periods for obtaining a foreign passport: 12-14 years and 14-18 years. According to the legislation of the Russian Federation, the price of a document containing an electronic chip is lower when issued for a child under 14 years of age. An old document costs 1000 rubles. You need to pay 1,500 rubles for a new sample.


In the period of 14-18 years, the issuance of a foreign passport of the previous type costs 2,000 rubles. During this time period, a citizen of the Russian Federation will pay 3,500 rubles for a biometric passport, as for an adult. Photos and index fingerprints for a biopassport are taken regardless of the age of the children. But this procedure is preferable for minors after 12 years of age.

The documentation must be submitted in the presence of the child. This can be done by a legal representative. You should know that when a child’s stamp is added to the parents’ passports, he will not be able to travel outside the Russian Federation without their accompaniment. If there is a need to send a child with authorized persons, it is better to issue him a personal passport. Whether it will contain an electronic chip with fingerprints and photos depends on the age of the minor and the wishes of the parents.

Procedure for purchasing a biopassport

How much does an improved international passport cost and where do you get it? Drawing up the document does not seem difficult. You can obtain a biometric passport in the regions of the Russian Federation by visiting a branch of the Federal Migration Service of the Russian Federation. It is better to submit documentation at the place of registration or registration. You should expect the same amount of time to obtain a new type of passport as an old one. The production time will be one month.

Having applied to another branch of the Federal Migration Service, the applicant must wait up to 120 days for a foreign passport, which contains an electronic chip. When submitting an application for a foreign passport, service employees will determine the date of visit for issuing the document.

The validity period of the old document is 5 years. The new type will last 10 years. It must be changed if changes are made to personal data or appearance.

To simplify the presentation of documentation, a citizen can use the service on the State Services portal. This service allows you to apply for a simple and advanced passport. Before submitting documents, you must register on the site. This will allow you to open access to your personal account and use the system in the future. You can pay the state fee for issuing a foreign passport on the same portal or at a Sberbank branch. Documents are transmitted in electronic form for analysis. If everything is in order and they are accepted, a time will be allocated to come to the FMS unit employee for a photo and fingerprinting. How much will it cost to obtain a biopassport? For a citizen of the Russian Federation who has reached the age of majority, the cost of the service is 3,500 rubles. For a simple document they will pay 2000 rubles. For residents of the Kaliningrad region there is no need to pay for a biometric passport.

Package of necessary documentation

Receiving official documentation requires the presence of an established list of papers. The list varies depending on who is the owner of the bio-passport. It includes:

  • a completed version of the application, submitted in the amount of 2 pieces;
  • original/copy of citizen’s passport;
  • photo 35*45 mm (2 pcs.);
  • a valid passport (when the expiration date has not expired);
  • original and copy of a military service card or a document from the commissariat (for men of military age);
  • receipt for payment of state duty.

The application form can be obtained from the Federal Migration Service of the Russian Federation or via the Internet. The submitted photos will be pasted on each of the completed forms. Photos will be taken using a certain technology in the department itself.


Children will receive a document with a microchip according to the established list of documents. It consists of the following components:

  • statements from a parent/guardian;
  • photo;
  • original and copy of a Russian Federation resident passport (upon reaching 14 years of age);
  • original and copy of the parent/guardian's passport;
  • original and copy of birth certificate (up to 14 years of age);
  • original and copy of any certificate certifying citizenship;
  • receipts for payment of mandatory state fees.

Fingerprints taken for inclusion in a biometric document are used only for their intended purpose. This statement was made by representatives of the Federal Migration Service of the Russian Federation.

Electronic passports: awaiting implementation

The pilot launch of the production and use of a new type of civil passport has been legislatively approved. This possibility has been considered for several years. An electronic passport is a card. Like a biometric passport, it contains a microchip. The electronic document will be valid for 10 years or until personal data, appearance, or gender change. It will be given out from birth. Although we are not talking about canceling a standard birth certificate. The electronic passport received at birth is subject to the first change after 14 years of age. The microcircuit will contain the full name, birth information of the card owner, document details, SNILS. If the owner wishes, they plan to include the TIN and information about parents and guardians (for minors) on the electronic document. Digital printing will be used to print the cardholder's photo.

The issuance of such a passport, as well as the old version, will be carried out by the FMS branches. If it is lost, you are supposed to contact the employees of the Federal Migration Service or the MFC, and not the law enforcement agencies. The production time for an electronic passport is not expected to increase.

It was previously agreed that mass production and issuance of this type of certificate will begin in 2019. Then they postponed it to January 2019. According to the latest resolution dated April 16. 2019 mass release of electronic cards is not expected until mid-March 2019. After introducing the card, the paper certificate will be valid for several years. It will continue to be issued until 2025. These passports will be valid, according to the rules, for 5 years, that is, until 2030.
