Can a child be included in a new passport?

Traveling abroad is always accompanied not only by the choice of a tour operator and route, but also by the issuance of passports.

If a child goes on a trip abroad with his parents, then the question arises of how to issue documents for him. At the moment, there are two types of passports: old and new samples.

Which one to choose: old or new

Can a child be included in a new passport? No, you can’t, there is no provision for a special column for this purpose.

There are even no lines about entering information about the very existence of your children. An old-style passport has such an opportunity, and it is legally valid and suitable for traveling abroad.

You can enter a child in this passport by fulfilling the following conditions:

  • minors of children traveling with you abroad;
  • children are citizens of Russia, you can confirm citizenship with a birth certificate, no other documents are required.

In this case, in order to enter the child, you will need the following documents:

  • statement from one of the parents;
  • in fact, a passport;
  • a check for payment of the state duty, the amount of which does not depend on the number of children, for one or three the payment will be the same;
  • confirmation of citizenship of the Russian Federation (passport and certificate);
  • photo of the child, size 3.5x4.5cm;
  • completed application form;
  • a document confirming the citizenship of the Russian Federation (in case the birth certificate is not enough).

In the application, which is actually a questionnaire, paragraphs one through thirteen and paragraph No. 15 are filled in from the applicant, that is, the legal representative. Item No. 14 (information about labor activity) is not filled out.

The last point needs to be clarified: if the child was born after July 1, 2002, then other documents other than a birth certificate are not needed. If the children were born after this date, then you will have to prove the presence of Russian citizenship.

For a foreign passport, you will have to get a stamp on the Russian citizenship of children, for which you need to get a certificate from the house book or a corresponding certificate from the ZhEK or DEZ at the place of residence of the child. And similarly - in the passport office, where you will need to show the passports of the mother and father (originals and copies), the child's document (birth certificate), also the original and a copy, an application for establishing the Russian citizenship of children, a certificate from the house book.

Information on how to enter your children in the passport can be obtained from the migration service. A child under the age of fourteen can be entered in the passport of one of the parents (any), or you can - immediately in the passports of both the mother and father. Only parents have the right to enter a child in the passport, and no one else. Neither brothers nor sisters, grandparents have such rights.

This is the advantage of the old model: for all the red tape, it is more difficult to issue a separate passport than to enter children into a ready-made one. For paperwork for a minor child, there is a choice of which form to choose. But after 14 years, you will need to issue a separate passport, regardless of the type of parents' passport.

Biometric passports came into use after a series of terrorist attacks in the United States. The United States was the first to implement such an idea. The very next year, 187 more countries from all over the world joined them. This innovation met with both support and rejection.

A biometric passport certifies the identity of a citizen, regardless of his age. This is a state document in which the citizenship of a person is entered. It is intended for people staying abroad, in other states, where the person will be judged by this document.

The specially embedded chip contains the basic data about a person: the same as in a regular passport, including a photograph, as well as additional information that allows you to find out more. Starting from March 1, 2010, every citizen of the Russian Federation can exercise his right and receive a biometric or, as it is called, a new type of passport.

It is impossible to enter the name of the child in the microchip in our passport and you will have to receive a separate electronic document, no matter how old the child is.

At the same time, there is freedom of choice - in the same way you can get the so-called "old" passport, with a validity period of five years. In contrast, the new term is 10 years. That is, when receiving a new sample of a passport for our child, we acquire it for 10 years.

The procedure is as follows:

  1. You need to contact the FMS department at the place of registration, they can definitely tell you what documents you need to get a passport for a child, what is its cost.
  2. Provide documents for children under the age of 18. Under current law, this is:
    • to choose from - your passport or a document of your spouse (wife), proving your identity;
    • birth certificate of the child (original and copy);
    • if the child has a passport, be sure to take it, the original and a copy;
    • a statement printed on both sides, it is not allowed to print a document on two sheets, in the questionnaire the column on work activity must be left empty, dashes in this case are unacceptable;
    • present an old passport;
    • a stamp confirming the child's citizenship if he was born before March 1, 2002.
  3. Pay the receipts issued at the migration service, the receipts must be kept to attach to the documents listed above.
  4. A personal visit of the child with his parents to the Federal Migration Service will be required to obtain a biometric passport.
  5. When crossing the border, you must have a few more documents in addition to the biometric passport, which may be required when crossing the border control.

For example, in the case when a child must travel abroad with one person, mother or father, as well as with one of the relatives, without parents, it is necessary to have the consent of the parents (in writing) who are not participating in the trip abroad for their children. The consent of the mother and father must be in writing and certified by a notary.

The situation may develop in such a way that one of the parents, being abroad, does not have the opportunity to sign the consent, and the child needs to travel to another country. In this case, consent is issued at the Russian consulate in the country where the parent is currently located.

In the case when the child and his parents have different surnames, documents confirming such relationship will be required. In most cases, this is a marriage or divorce certificate.

Previously, before the November 2002 Decree, every child under 14 whose parents intended to travel with them to another country had to obtain a so-called citizenship insert. It was attached to the birth certificate. In order to obtain this document, written statements from the parents, an extract from the house book and documents proving the identity of the child and his parents were required. It took a little time to complete this document - on average 3 days.

The problem was that not all people going abroad knew about this insert, so in 2007 they were replaced with a stamp, which is put in the same department of the Federal Migration Service on a birth certificate. If you still have the old insert, and the child has not yet reached the age of 14, you need to replace it with a stamp, for this you need to contact the migration service, where it will be explained what documents will be required from you.

In the same year, 2007, another problem was resolved by the Decree of the President: obtaining confirmation of citizenship. Now, in order to obtain citizenship, the child needs to apply to the migration service with a certificate and passports. In the event that one of the parents is a foreigner, you will need passports with a translation from a foreign language into Russian, officially certified by a notary and a birth certificate. The paperwork process will take about ten days.

Registration through public services

Now it has become much faster to issue a passport due to the emergence of a specialized portal gosuslugi.ru, thanks to which all operations can be performed at any time and without any queues.

To gain access to the public services portal, you will need to agree to the processing of personal data, for this the following methods are offered:

  • the activation code can be received by letter;
  • the activation code can be obtained from Rostelecom (one of the service centers);
  • through the Ministry of Communications;
  • you can choose a method using a universal UEC card, where there is an electronic signature.

Everyone chooses the most reliable option for themselves. Most people choose option #1 because they find it the most convenient of all.

Such an electronic application will be equated to an application submitted to the FMS department. The type of passport is chosen by the visitor, it can be an old sample passport, which is issued for a period of 5 years, as well as a new sample passport - for ten.

Let's take a look at the last option step by step.

  1. Submission of an application through a personal account. When registering, you will be given a username and password with which you can enter your personal account. A code will be sent to your phone to allow you to log in. In this case, it will be necessary to indicate the death of SNILS.
  2. In the section "Catalogue of services", in the category "Passports, registrations, visas" you need to select the service "Foreign passport". Then you need to select the type of passport: select "new".
  3. You need to choose which category of citizens the future recipient of the passport belongs to: a child under the age of 14, a child from 14 to 18 years old, an adult (from eighteen years old).
  4. The next step is to choose the department of the Federal Migration Service, the one where you will come to receive a new passport.
  5. Enter personal data such as place of birth, change of surname or nationality.
  6. After that, you need to select the type of registration - the old or new sample of the passport, the purpose of obtaining it.
  7. Then, in the "place of registration of the document" section, you need to choose where it is more convenient for you: at the place of registration or at the place of residence.
  8. Additional information should include data, if any, regarding military service or a criminal record, as well as restrictions on the court.
  9. In the section on labor activity, you will need to indicate the place of work. In any case, even if the questions cause you difficulties, the program always provides hints.
  10. Uploading a photo, previously prepared in electronic format, no more than 300 kilobytes in size.

After 2-3 days you will be notified of the acceptance of documents, and in about a month you will receive a message about where you can get a new passport. The advantage of this method is that there is no queue, it is suitable for busy people. The speed of paperwork will depend only on the literacy of your steps, since the term for the consideration of documents by the migration service will not change.
