How to get a passport for a child under 14 years old?

The duty of the Federal Migration Service is to accept the package of documents submitted by citizens of the Russian Federation and issue them a passport. The child should also have it. How to register it?

Registration process

Required documents

Entering data into parent documents

Since 2010, children of any age have no right to travel abroad without a mandatory document - a passport. If a child has his own document, he is allowed to be sent outside the country accompanied by any family relative or with children from school or kindergarten.

A necessary condition for parents is to enter information about the child in their foreign passport to prove the relationship.

State duty amount

The amount depends on the age of the child and the type of passport:

  • old-style international passport for a child under 14 years old – 1 thousand rubles, from 14 years old – 2 thousand rubles;
  • new model up to 14 years – 150 rubles, from 14 years old – 3500 rubles.

If other entries are made in the passport, you will have to pay another 500 rubles.

Nuances of receiving

Regardless of the child’s age, the process of obtaining a document for traveling abroad is the same. There is only one nuance - if you plan to receive a biometric passport, then a minor citizen must be present in person. If documents are submitted for an old type foreign passport, photographs of the child will be sufficient.

Using a foreign passport, a child will be able to travel abroad with the consent of only 1 parent. If the borders of other countries are crossed, some of them may require permission from the other parent.

The following must be remembered:

  • if a child crosses the border with one parent, a notarized permission from the second is required, if with a group of children, permission from both parents is required;
  • if the mother and child have different surnames, when crossing the border they may be asked for a document proving family ties;
  • if the child does not have a father (or his whereabouts are unknown), then before leaving you need to ask the police for a certificate about this (for example, he was deprived of parental rights, he is wanted, etc.);
  • if one of the parents died. At the border they may require a death certificate.

Traveling abroad is a serious matter; you must provide truthful information and have the necessary documentation with you.

Grounds for refusal of extradition

The Migration Issues Service may refuse to issue a foreign passport to a child.

This happens in the following cases:

  • the child is not a citizen of the Russian Federation or there is no stamp or record of citizenship on the birth certificate;
  • the application form contains incorrect data - the Migration Service employee is obliged to check the data in the presence of the applicant;
  • the minor does not fulfill the obligations that the court has set for him. For example, a child may be the owner of property that is under arrest or for which there is a debt;
  • a criminal case has been opened against the child or he is suspected of committing a crime;
  • a minor citizen has been convicted or is serving time in a colony;
  • parents (or guardian) are against the child traveling abroad.

After submitting the documents, the Migration Service checks whether there are grounds for refusal. If there are any, the applicant is sent a notification indicating the reasons for the refusal and the timing of restrictions for traveling abroad.

Registration through State Services

Obtaining a foreign passport is a mandatory procedure for those who want to leave their country. To reduce the workload of the Migration Service, it has become possible to obtain a foreign passport online – through the State Services portal. To use this service, you need to register on their website.

Having selected the desired function, proceed to filling out the application form. You will also need to select the FMS department where you plan to pick up the completed passport. The questionnaire is reviewed within several days.

The procedure is simple and includes the following steps:

  1. Filling out the application. The fields specified in the form are filled in.
  2. Selecting the type of appeal. It is allowed to draw up a document at the place of residence (actual) or at the place of registration. In the first case, registration will take up to 4 months, in the second – up to 1 month.
  3. Uploading photos. The background must be plain; color or black and white photos are allowed.
  4. Data checking. The completed information should be checked for errors. Confirm by ticking the conditions and responsibilities. Select a notification method - message, email or website. Next, click the “Submit Application” button and wait for the service’s decision.

As soon as the notification arrives, you will need to take the documents to the Migration Service.

Which is better - the old model or the new one?

Before contacting the Migration Service, parents must decide which passport to choose for their child.

As a child grows up, his appearance quickly changes. If a new type of international passport (biometric) is issued, you will have to change the photo much sooner than the document’s validity period expires (10 years). In this case, you will have to go through the process of obtaining a foreign passport again to change it.

It is better to issue an old type document, it is valid for 5 years.

When receiving an old type passport, the state fee is less.

Statement

The application form was approved by Decree No. 687 of the Government of the Russian Federation.

The document states:

  • personal data;
  • gender, date of birth;
  • Place of Birth;
  • information about the change in the child’s surname (if available);
  • registration address;
  • place of actual residence (filled in if the address does not coincide with the place of registration);
  • passport details for children over 14 years of age and birth certificate details for those under 14 years of age.

  • copy and original of the baby’s birth certificate;
  • citizenship stamp (located on the back of the certificate);
  • 1 photo (for biometric) or 2 (for old sample);

  • receipt of payment of duty.
