Legal information

According to the migration law of 2006, every citizen of the Russian Federation has the right to obtain a foreign passport by submitting the appropriate package of documents to the department of the Main Department of the Ministry of Internal Affairs of the Ministry of Internal Affairs (formerly the Federal Migration Service) in his hometown, or not at his place of registration.

The only condition for submitting an application of the second type will be the presence of temporary registration. It is completed here, at the GUMV department, within 3-7 working days, so there should not be any special difficulties at this stage.

List of required documents

In order to obtain a foreign passport at a location other than your place of registration, you need to collect the following package of documents:

    Application form in two copies. The application form can be downloaded from the official website of the Main Department of the Ministry of Internal Affairs of the Ministry of Internal Affairs and printed on an A4 page on both sides, or you can take it directly from the department itself.

    Russian passport and copies of all completed pages.

    3 color photographs 45x35 mm, without corners and ovals.

    Receipt for payment of state duty.

    Old passport (if available) and copies of ALL its pages.

    Copies of all pages of the work book or employment contract.

    For men from 18 to 27 years old - a military ID or an extract from the military registration and enlistment office.

    For children under 14 years old - original and photocopy of birth certificate and copies of passports of both parents.

After submitting the documents and confirming that they are filled out correctly, the GUMV department makes a request to the place of registration to verify all data and formally confirm that there are no grounds for refusing to issue a foreign passport. This process can take up to 4 months.

Receiving a passport

There are several ways to find out that your passport is ready:

    By calling the GUMV office in the city of residence (no earlier than 45 working days);

    On the website of the regional branch of GUMV (registration required).

There are a number of reasons why the production of a foreign passport is carried out not within several months, but within one working week. To do this you need to have:

    A letter from the city authority of the Ministry of Health confirming the need for urgent treatment in the specified clinic located outside the Russian Federation;

    Conclusion of the attending physician;

    A notarized letter from a representative of the receiving clinic (similar to a letter from the Ministry of Health);

    Telegram/fax with a certificate of serious illness/death of a close relative living abroad.
