How to get a foreign passport of the old and new sample through government services

An application for a foreign passport can be submitted either to the regional department of the Federal Migration Service or via the Internet on the State Services portal. Both methods are equivalent, but you can submit an application through the online portal at a time convenient for the user, without queues or wasted travel time.

The entire procedure for obtaining a foreign passport can be divided into 3 steps:

  1. Submitting an application;
  2. Providing original documents and photographs to the regional office of the Federal Migration Service;
  3. Obtaining a passport at the FMS office.

In any case, a citizen of the Russian Federation will have to visit the regional office of the migration service, but you can submit an application at home. You just need to prepare some documents to make the process of filling out the electronic form as comfortable and fast as possible.

How to find the electronic application form on the website?

On the main page of the portal, the user must sequentially select the following sections:

After going through these branches, the client of the State Services portal will see a page where you need to select the type of foreign passport. At the moment, for citizens of Russia, an old-style passport is valid for 5 years, as well as a chipped passport of a new type for 10 years. When registering an old-style foreign document, the user will be automatically redirected to the previous version of the site.


After selecting the type of passport on the tab that opens, the site prompts you to select a form for the passport:

  • For yourself (user over 18 years old);
  • For a child from 14 to 18;
  • For a child under 14 years old.


In both cases, for further actions you will need to log in to your personal account. Without this step, the electronic form for entering data will not be available. Registration of a foreign passport for a minor is available only to his parents or guardians. When you receive your passport, you will need to confirm your connection.

What documents need to be prepared for the application form?

To correctly fill out the form, a citizen of the Russian Federation will need:

  • Passport of a citizen of the Russian Federation;
  • International passport, if you have one;
  • Work record book, but at the stage of filling out the application form you can use a copy;
  • Birth certificate for children currently under 14 years of age. This information is not required, but in the old type of foreign document there is a field for indicating this information, the new one does not provide information about children;

Your own photo to upload to the application form. It will not be used in the passport itself, but must meet certain requirements that are specified in the application form. The photo can be color or black and white; the face should occupy most of the area.

As the user fills out the form, prompts will be shown. Almost all empty fields must be filled in. First of all, you will need to indicate the FMS branch with which the citizen will work in the future (bring documents for confirmation and pick up a passport). If you select a branch at the place of registration, the passport production period will be 1 month. If registration and actual residence do not match, and the user wants to pick up a passport at the address of actual residence, the passport production period is up to 4 months.

Filling out the form

The first part of the application for a foreign passport practically does not require filling out. It indicates contact information that is already in the system (name, email address, phone number). After all, they are indicated during registration. You only need to fill in your place of birth.


The following columns are reserved for passport data. Usually they are also automatically filled in, so you just need to check that the data is entered correctly. If there are any inconsistencies, they can be corrected in the profile settings. However, this does not apply to a change of surname, information about which is indicated in additional paragraphs of the application.


When submitting an application, you must indicate the reason for obtaining a passport, as well as whether you previously had one. When you receive it for the first time, you must register “Initial request”; you can also select the following items:

  • Replacement of an expired passport;
  • Contact us in case of loss or damage to a document;
  • Passport in addition.


It is also necessary to indicate whether the document is intended to be used for travel abroad or for permanent residence in the territory of another state. In the case of a repeated application to obtain a passport, columns will open to record data on the old foreign country.


After your passport details, a page with additional information will open. Here you just need to tick the appropriate Yes/No boxes. The questions in this questionnaire concern criminal records, attitudes toward military service, classified information, and so on. These are almost the final steps in filling out the application form; all that remains is to upload a photo and provide information from your place of work.

Work experience for a foreign passport

To obtain a foreign passport, you must provide information about places of work for the last 10 years, or after reaching 18 years of age, if the user is not older than 30. It is for this page that you will need a work book. Information about the place of work must be indicated in full, without abbreviations:

  • The period of work is selected in a separate column; you can enter “To date”;
  • Job title;
  • Name of the organization;
  • Address.


Students indicate the name of the educational institution and its address as the name of the organization. Unemployed people write “Did not work/didn’t work” in the position and name of the organization, and their home address in the address.

After filling out information about places of work, a photo is uploaded, checkboxes are checked for consent to verify personal data and the method of receiving notification is indicated. After which the questionnaire is sent to government agencies for verification. If the information is indicated incorrectly or is deliberately incorrect, the passport will be refused, which will be reported in the notification.

What documents are required to obtain a passport?

Filling out the application form to obtain an old or new passport is no different during the procedure. However, when confirming the data with original documents at the local Federal Migration Service of Russia, the future holder of a new passport will not only be photographed, but also fingerprinted.

After approval of the application for a foreign passport, within 14 days, a Russian citizen must go to the local department of the Ministry of Internal Affairs at the passport issuing window to confirm his data. Missing this deadline means that the user will need to fill out the form again on the State Services website.

When visiting an administrative institution you must have with you:

  • Internal passport;
  • An expired international passport, if this is a repeated application not related to the loss of the document;
  • Work record book or copy certified by the employer;
  • Documents confirming relationship or guardianship, if the passport is issued for a minor child;
  • A document confirming the change of surname, if indicated in the application form;
  • Receipt of payment for the service for obtaining a foreign passport;
  • 2 color photographs.

Additional documents may also be required, for example, a criminal record certificate. The full list will be indicated in the notification that will arrive after the initial verification of the electronic questionnaire.

All documents must be original and one copy. For passports, all pages with information (registration, marriage, basic information) are copied. After presenting documents, a citizen may be denied a passport, which he will be informed about by telephone or using another type of notification. The user may be asked to indicate the reason for refusal.

After confirmation of documents from local authorities, the creation of a passport begins. The time frame for obtaining it is up to 4 months when issuing a passport at the place of actual residence. If earlier issuance is possible, the citizen is notified of this.

Reference! New passports are processed faster than old ones. However, the cost of the service will also be slightly higher. You can pay for obtaining a passport through the State Services portal in the appropriate section. Payment is made using a bank card or electronic wallet. You must save and print the receipt for payment using this method yourself.

You must pick up your completed international passport within six months from the date of confirmation of the data in the application form. If the user does not pick up the document within this period, it loses its validity and is required to be reissued.

Please note that when filling out the application form to obtain a foreign passport, information about existing loans is not indicated. Credit history information is not checked when creating a foreign travel document, but it is considered when attempting to travel abroad. It is recommended to pay all fines before leaving the country. Citizens who have debts that led to judicial collection cannot cross the border, so they simply will not be released at customs.

Registration of a foreign passport through the State Services portal is only the first step in preparing for traveling abroad. Remember that the document has a certain validity period, so it is best to issue a replacement for regular trips abroad six months before the expiration of the current one.
