Against the backdrop of football, summer and holidays, we forgot about one of the most important changes in Moscow - renovation. In the north of Moscow, not far from the Babushkinskaya metro station, you can already see two houses converted from city property under this program.

Let us immediately clarify that these houses were not built according to the program, but were adapted to it. The renovation projects themselves in the first 5 districts are still undergoing a competition. In addition, in the same year, 218 houses of architectural and historical value were withdrawn from the renovation program after careful consideration.

Why is it necessary to closely monitor the renovation program? There are many reasons, but the main ones here are that, firstly, since the most “Khrushchev” times, so many people have never been relocated at once and the city’s housing stock has not been renovated, and secondly, the environment that is being created now under the renovation program on for many years to come will determine the appearance of not only Moscow, but also many other Russian cities. Just as several generations grew up in "Khrushchev" and panel "brezhnevka", most of the new generations of Muscovites will grow up in such houses.

Two houses, converted for the resettlement of the city's residents here from the demolished houses, can already be seen on Pilot Babushkin Street.

Here, the criticism of the program in terms of the quality of housing is sincerely incomprehensible. Now the area looks like this:

Houses of the transitional period: in terms of the quality of construction they are no longer “Stalinka”, but in terms of planning and design they are already “Khrushchev” without “architectural excesses”. Interestingly, 80% of residents voted FOR renovation here. The remaining 20% ​​are most often bargained for the layout of a future apartment or floor.

Maybe already in our lifetime, ugly entrance doors made of metal sheets will become a thing of the past. These doors came to us in the 1990s as a seemingly cheap and simple solution to the problem of unauthorized persons entering the entrances, but in fact they not only spoiled the view of the entrance, but, on the contrary, made it more dangerous and unpleasant: they hid behind the iron door intruders who robbed residents behind closed doors, it was convenient to go to the toilet behind closed doors. Even European experience has shown that when you can see from the street, it is much safer and better for the entrance, so that you can see what is happening there from the street.

The houses were made according to the P44T project, a series that has also been known and worked out for a long time.

When a demonstration pavilion for renovation was opened at VDNKh, many were indignant at the extremely low ceilings. There, of course, they explained that in reality the ceilings would be higher, but the first impression of many remained crumpled. Here everything is fine with the ceilings.

You can criticize these houses a lot. Compare them with the "Stalin" and "profitable" in the center of Moscow, but the reality is that the vast majority of the city's population lives in panel houses built according to the Soviet SNIPs of the 1960s, according to which not only in the entire civilized world, but even already in Russia cannot be built even by the most greedy and economical developers.

Perhaps you don’t like these houses, but tell about this grandmother or a simple worker from the outskirts who physically could never improve their living conditions for their money, look at social housing in Europe (not at commercial development, but specifically at housing from the state ) and then judge.

There is only one question: when will a separate program of preferential mortgages for young families be made for such housing, for example, because there will be queues, but this is more a question for the general state system.

The demolition project of the so-called "Khrushchev" in Moscow was initiated at the beginning of the year by the president. It is planned to build new buildings, where everyone who got into the program will be settled.

The definition of houses that will be included in the renovation program has been completed. In total, more than 5,000 houses of the capital participate in it. The scale of the project is huge - the quarters falling under it occupy about 15 thousand hectares.

On July 15, the meetings of the owners of residential houses were completed. According to the rule, in order for the house to be settled, you need to collect 2/3 of the votes. According to the results of the last vote of apartment owners, residents of almost 500 houses decided not to participate in the resettlement. Recall that the right to withdraw from the resettlement program is possible at any stage of its implementation.

What is the order of demolition of five-story buildings?

The sequence of demolition of five-story buildings for renovation is a matter of concern to all residents who will be resettled.

Residents want to know the order of demolition of five-story buildings in Moscow in 2017 in advance. However, a detailed queue for houses will be formed in the autumn, the Moscow City Duma will decide on the order of demolition of five-story buildings before October 1, 2017.

The renovation program in the Central Administrative District included not only Khrushchev houses, but also houses built at the beginning of the last century. In the Presnensky district, five-story houses located next to Moscow City will be demolished.

The remaining six districts were excluded due to protests from residents.

  • COMPANY. In the western district, 50 houses located on Pavlova, Davydkovskaya, Yartsevskaya streets and on Leninsky Prospekt will be demolished;
  • SVAO. In this district, this year, 28 five-story buildings have been identified for demolition, which are located on the streets of Dezhnev, Molodtsova, Polyarnaya, Yablochkova;
  • SWAD. The program has already included 18 houses on Profsoyuznaya and D. Ulyanov streets;
  • SZAO. The project for demolition in 2017 included 10 houses, including houses on the streets of M. Zhukov, Tourist and People's Militia.

The listed houses are planned to be demolished in the first place. The creators of the program say that the order will be determined based on which houses are in the worst condition. These are the five-story buildings of the series:

These houses were included in a demolition program that started back in 1998. Some of the houses have already been demolished. It is planned that dilapidated and emergency houses of these series will be settled by 2018. Then the turn of the houses which are in the best technical condition will come.

Apartment owners are concerned not only with the order of demolition of five-story buildings under the renovation program, but also with whether they will continue to live in the same area as before. They were built in the 50s-60s of the last century. There are more of these buildings in Moscow than any other. They are called "intolerable" because during the entire period of their existence, the resettlement of them occurred least of all.

What is the order of demolition?

According to official sources, the first wave of resettlement of residents will take place at the end of this year. People are planning to relocate to monolithic houses. In the future, it is possible to develop a project for new panel houses that meet modern construction standards.

Residents who have fallen under the program are concerned about the quality of new apartments and the features of the process. Here are the main provisions that are planned to be implemented within its framework:

  • the area of ​​​​the apartment will be equivalent or more. Small kitchens and bathrooms were built in the Khrushchev houses, they are no longer used in the projects of new houses;
  • the cost of the new apartment will not be less than the old one. Housing in new buildings, in principle, is more expensive than the secondary. According to the head of the Moscow Construction Complex, the price of an apartment will increase by at least 20%;
  • Residents of rooms in communal apartments will receive separate apartments. Such amendments to the law on renovation were introduced in the second reading;
  • mortgage will remain unchanged. The terms of the loan agreement will remain the same, and the bank will not be able to demand early repayment of obligations;
  • new houses will be provided with infrastructure: kindergartens, schools, hospitals, shops, etc.;
  • from August 1, 2017, the owners are exempted from paying contributions for major repairs, and after resettlement, the funds already paid will be compensated;
  • if the owner does not want to move to a new house, he has the right to demand monetary compensation equal to the market value of the apartment in the demolished house.

According to the Moscow authorities, the new houses will serve for a hundred years. The creators of the program carefully select the construction companies that will build them. It became known that the houses of the new generation will be equipped with everything necessary for a comfortable life:

  • entrances to entrances equipped with ramps;
  • elevators will be located so that they do not have to go up the stairs;
  • surveillance cameras will be installed at the entrances;
  • courtyards are equipped with playgrounds, walking paths, parks, etc.

Each apartment will be modernly renovated on a turnkey basis, with light-colored wallpaper on the walls, and laminate or linoleum on the floor. It is planned to install double-glazed windows, tiles on the floor of the balcony, interior doors, electrical wiring, plumbing equipment. Residents will only need to supply furniture and appliances.

To what extent the promised conditions will be realized, it will be possible to say later, when the first tenants move into new apartments. The authorities plan to use the same method for the implementation of the 2017 program. However, the second wave will be carried out at the expense of the city budget. Only after the start of the renovation, the authorities plan to attract funds from investors.

According to the results of sociological surveys, most of the migrants are satisfied with the results of the first stage of the renovation program and with the living conditions in the new apartments.

New wave of housing renovation project

The bill on renovation of housing in Moscow has already been amended to protect the rights of migrants. In addition, at the legislative level, the condition is fixed that the opinion of the inhabitants of Khrushchev will be taken into account in the first place.

After the signing of the bill, the process of forming lists of houses that will be destroyed began. Therefore, now residents of five-story buildings are offered to actively vote "for" or "against" the resettlement. In addition, before the start of the renovation of the housing stock, the Moscow authorities must prepare launch sites for the construction of the first high-rise buildings.

How long is the renovation program?

Due to the incredibly large scale of housing renovation, many people are interested in the question of the timing of the implementation of the bill.

The mayor and other representatives of the Moscow Government are voicing completely different dates. S. Sobyanin said that the work could be completed within 10-15 years. The announced deadlines raise doubts even among optimistic specialists. After all, the first wave of liquidation of old houses has been going on for about 20 years, and has not yet been completed, although the project affected 4 times fewer objects.

Other competent experts speak of a longer period of work, which will drag on for 20-25 years.
